The US Department of Commerce said on Thursday that the United States added 37 organizations to its trade blacklist for activities that include donations to the Russian military, support for the Chinese military, and facilitating or participating in human rights abuses in Myanmar and China.

“When we identify organizations of interest to the national security or foreign policy of the United States, we add them to the list of organizations to ensure that their operations can be scrutinized,” Assistant Secretary of State Thea Kindler said.

Notably, US companies are prohibited from selling technology to their counterparties blacklisted by the Department of Commerce unless they have an exclusive export license, which is difficult to obtain.

Relationship tension

The blacklist was announced amid growing U.S. concern over strengthening relations between Beijing and Moscow, especially after Xi Jinping and Vladimir Putin signed a February 2022 statement that described the Sino-Russian partnership as “borderless.”
